Blacklist monitors did't seems to work

Hello,
I am trying to put some rules for Blacklist monitors but i did't seems to work.
I added one rule
Name is: 550 blacklisted
Email condition & Email match are empty
Reason condition: Contains
Reason match: 550 blacklisted
Condition operator : or

and
i have set the cron job to run every one hour.

i have around 23 results.

but this did't work. i have checked and cron job is fine.
how to fix this issue ?

please run it from the command line with ' --verbose' at the end and post your output

Thanks and i will try this but why cron is not working automatically when its set and active. all others are working fine?
