Custom tag wrong

And what must in the content area from this new tag? HTML code or what?

Try with this : CCT_HMM

CCT will automatically add to your Tag, so you can use "HMM" also.

Can i create a tag this a customer, when he click the tag, in a new newsletter list is it created and gets a new newsletter, which was only created for this person group? Is this possible? And how can i create this tag and whit what a code?

You cannot do this by default, but you can hire a dev to help you it with custom coding.
