drop down custom field list in segment

i setup drop down custom field for country and the value is 1, 2, UK(in attachment 1) , but i can not find this (drop down) option in list segment area(in attachment 2)?and one more question, and i default the custom field for all user?(using phpmyadmin)?thanks!
