Emails per Minute per Delivery Server

Is there a way to set each server there own per minute amount per delivery server? I am using some ESPs with varying amounts and when I mix in a slow per minute web api with a fast there are naturally lots of giveup attempts. Any ideas on how I am about to run say a 800 per min server with a 2400 per min server?

@tactical - you can set a hourly quota, together with a pause after each email that goes out for that server. That should do the trick.
