Error 404 in backend menu items

When i click on some menu items in backend i have error
Error 404!
The system is unable to find the requested action "messages".

Customers -> Campaings
Customers -> Mass emails
Customers -> Messages
Settings (all except Common, Cron, Monetization, Customization, CDN, Licence)
Miscellaneous (all except Campaign abuse reports, Transactional emails, Company typess)

i deleted everything and installed it again and i have same error
