Failed to authenticate on SMTP server with username “XYZ” using 2 possible authenticators

I have this error so I went to this link as recommended:

I have checked the first 2, they are OK.

However, the third one:
3) If you are using CPanel, go into WHM > Tweak Settings > Allow all users to make external SMTP connections.

I cannot find this "Allow all users to make external SMTP connections." in my WHM.

Any help?

@Joseph - additional hint, sometimes passwords with some special chars create problems for some smtp servers, so try a password without special chars and see if that does the trick.

Nope I have no special character password. I just need to know where to find the 3rd one

Try to see if you can reach the SMTP server via TELNET. If that does not work, you know it is not related to MW and you can look further to see where it comes from. Maybe your hosting provider has closed the connecting port?
