Mark blacklisted as confirmed

So when creating a customer group there is the "Mark blacklisted as confirmed" option for the customers in that group to do as the option states. But when logged in as the client I cannot find the function to do so anywhere in the client's dashboard.

Any idea where the client does this?
 
Have you tried going to your Lists -> Email list -> Subscribers and check a few subscribers using the checkboxes from the first column of the table ?
Once you do this, you'll get an option to run a bulk action against selected ;)
