member list no place upload and mail can't send out

hi guys, few thing need help as below,

1. i had activate allow client to upload their own member(subscribe) list, but i login to client test, i can't find the upload button. anyone can show me where is it?

2. i try send mail out but it show me pending-sending, what else i miss out.
