Phishing report (puzzle)

This is odd -- the link is from the "view" section of the campaign overview and shows up fine at my end. And I know deliverability has been good. Obviously however, if viewers are getting the 403 message, something is wrong, somewhere. But where?
 
One possibility-- is your IP in country blocking area? I restrict access to my sites for many countries to reduce the risk of malicious attacks, spam and the like (as the site content won't be of real relevance to virtually anyone outside of "western" and mostly English-language countries.
