Plane text dont turn off

If i make a letter, i choose turn off plane text variant of it. But all the same, text is added to letter. Why?

afaik plain text options are
#1 plain text only
#2 html and plain text (otherwise some recipients see only a blank screen)

That is correct, plain text is always added.
