Problem with server send queue

Good afternoon.
We encountered a problem on the server send queue.
When sending messages - all clogged and consequently - a place on the server up to 100% and is not clean.
Until there is a place - send
When no place - writes giveup.
And the same with bounce server - also completely clogged.

Someone faced the such?
Please tell me - how can I solve this problem?

Do you send out from your server directly
or
do you use a third party smtp to send out for you?

thank you for reply.

I have my own server, on wich setup SMTP Servers.
Now - on him setups 3 delivery and 1 bounce server
