Scheduled campaign not start

Hy guys,
i have a strange issue, some of my scheduled campaign not start.
If I reschedule with date of yesterday it correctly start immediately
If I scheduled to start today in the future it not start. edit -> the campaign stuck in "sending" or in "pending sending"
Verbose mode not log anything about the campaign ( not load the campaign ).
Major details from verbose log .
Situation with scheduled campaign and not starting
[2019-01-11 09:19:01] - Found 3 campaigns and now starting processing them...
[2019-01-11 09:21:01] - Found 3 campaigns and now starting processing them...

Situation after I have scheduled with time in past
[2019-01-11 09:23:01] - Found 4 campaigns and now starting processing them...
[2019-01-11 09:26:01] - Found 4 campaigns and now starting processing them...
[2019-01-11 09:28:01] - Found 4 campaigns and now starting processing them...

Have you any idea?

Go to Customer > My Account > Timezone and set from there
