Send to unopened

If I'm building a campaign and scheduling it to be sent out tomorrow, then I check "send to people who did not open XXX campaign", will the new campaign send to people who haven't opened it 1. when I actually schedule the campaign or 2. when the campaign is actually sent (ie "as of right now," instead of "as of when the campaign is sent")?

I hope I'm asking that question properly!
