Start sending from record #X in list

If I have a list of say 10k records and use the Max. Subscribers function set to say 1000, without Randomizing the list, is it possible for the next campaign to begin at record 1001 and send the next 1k records?

If memory serves me well, then there was a command line option with 'offset' or so for this, but you need to search for it.
