This issue can be caused when you try to run more campaigns than you actually allow from settings, so go to Backend > Settings >Cron > Adjust campaigns at once > Yes. Also check if your cronjob running in Backend > Miscellaneous > Cron jobs history.

Yes i have setup

try to check in backend/miscellaneous/application log if some error are logged .
Other test, from server shell try run the send-campaign command with --verbose=1 option and check what happen
NB: have you configured cronjob, right ?
