Template tags not resolved

A new campaign is not resolving the [COMPANY_FULL_ADDRESS] and [UNSUBSCRIBE_URL] tags.
This new campaign is copied from an existing campaign that shows these tags correctly resolved.

The [COMPANY_FULL_ADDRESS] shows the unresolved tag.
The [UNSUBSCRIBE_URL] tag, which is inside an href attribute of a link, shows nothing in the source when viewed in Firebug. The link text is not underscored as a link.

I am checking them by sending a test from the template section of the Campaign.

Suggestions?
 
Adding a confirmed subscriber fixed the problem.
But that seems like an odd requirement to work on a template in Draft mode.
What's the reason for that?
 
Not really, a subscriber has links to a test campaign for the reporting etc. So each part of the system has certain dependencies.
