What is the "EBS-Header"?

Hello,

checked the headers of one of my campaigns and found an "EBS-Header" there. For what is that header? Checked the link within and it leads to an webform on my domain, where it says that subscribers can blacklist there domain on all MW customer's installations. Does that mean, that MW queries this centralized database from your side in the background and has this something todo with "Local checks yes/no" via /backend/index.php/settings/email-blacklist?
