When does queue import actually import? I've waited 15 minutes but nothing has imported.

How do we check to make sure if the queue will actually import? There's no documentation on "Queue Import" and how it works unfortunately.

As @laurentiu says, when you enable this feature from backend, you also have a info icon, pressing it will give you all the info you need.
