Why my processed status: GIVE UP?

it used work very well however recently I checked, the delivery log shows processed status GIVE UP.

Connection could not be established with host 199.231.***.*** [Connection refused #111] Log data: ++ Starting Swift_SmtpTransport !! Connection could not be established with host 199.231.***.*** [Connection refused #111] (code: 0)

Can I know why and how can I solve the problems?

I have tried to delete within mailwizz template and sequel pro but the server is still unable to delete. it shows
CDbCommand failed to execute the SQL statement: SQLSTATE[HY000]: General error: 1205 Lock wait timeout exceeded; try restarting transaction

please assist.

@KYI - My suggestion is you delete older campaigns from the app, that you don't need anymore.

is it possible as I sent less than 100 campaigns only...

@KYI - Well, it depends on your server, but maybe those < 100 campaigns were sent to lots of people and gathered a lot of data which makes mysql struggle on that server.
